Troy asked me approximately forever ago to take a shot at overhauling the 05 Command Site Charter, to make it a little easier to reference and, in his words, "make it reflect the shit we actually do". The Charter was thrown together in part based on notes compiled after the Summer of Diatribes in 2012, the same place where we got the Voting Thread subforum that we've barely used since; as a result, the Charter has references to shit like "vote type selection" and convoluted Robert's Rules shit that we expected to need but really didn't. I've kept what of that we might want to use in the future but moved it to the end, added things referencing the team structure (though not in depth, since the provenance and duties of each team are pretty much within the teams' purviews and assignations, and we might end up adding new ones anyway), and reorganized it for (hopefully!) some more clarity.
