We figured as much. The thing was, when we told him that non-site-members couldn't lurk if they didn't have questions for staff, he freaked out, begged us not to kick him, quit, and rejoined with the same hostmask under the nick "XGenY." The kid was clueless enough, so we didn't classify it as "ban evasion" per se, but protocol was followed.
