I saw this earlier. Everything appears to be fine, unless I missed something; the creator is citing Creative Commons and back-linking to the main site as well as the individual article each one is derived from.
Not on the shirt himself he ain't. License says: "You must include a copy of, or the Uniform Resource Identifier (URI) for, this License with every copy of the Work You Distribute or Publicly Perform. " To my mind (this is not legal advice) that means the license link has to be on the physical shirt itself, not just on the deviantart order form.
That may well be technically correct, but having to put a license statement or link on a T-shirt seems totally bizarre to me. I guess, if true, this would go for any product with an SCP-related image or logo, wouldn't it? That would mess up a lot of designs, particularly on smaller items.

I don't think it's reasonable to require him to print a copy of the license on the shirt itself. Sending a note that ships with the shirt sounds much more reasonable.
