So, I've noticed someone has been banning users for 24 hour periods for applying too much without reading the guide… if you're doing this, please PM said user telling them why they've been banned from applying, thanks.

That's me, or at least mostly me. And yes, I've been either sending them PMs or explaining it in the denial message. Stuff like "You have applied 3 times in the last hour and were told to wait 24 hours. We can tell you still haven't read the required material. Your account will now be blocked for 24 hours only. Please try again tomorrow." I've also been keeping track of when their time limit is up and removing the block within an hour or so of the expiration time.

It's also been partly me. I've almost exclusively explained it in the denial message (and told them to try again tomorrow), but you know, it would probably be better to message them directly instead (or as well). (I've actually been removing the blocks slightly early just to be safe, though.)

Give them a PM, not in the denial message, because for whatever reason, some people never see those.
