All things considered, with a small community but active progress, I think it's a good idea to help give them some support. They're just starting out so it may be a while before they're "big", but we were like that too.
I say we link them.
They're translating SCP articles and even tales(over 100 translated since June 2012 it looks like), they're WRITING SCP articles (http://fondationscp.wikidot.com/liste-francaise only 5 so far but then they're still pretty new) and they are a writing community promoting people writing in the SCP universe.
I can't think of anything they're supposed to do that they aren't doing. Recommend linking them posthaste.
They appear to have met my primary requirement, being that they are writing their own SCPs and not just translating ours. I'll add them to the main page.
Edit: I'm going to reorganize the front page in the next day or two. It's getting cluttered. I'm planning on removing the links to the collaborative projects (they're all pretty well dead), and I'll be putting the links to the other branches in their space.
