So I made this thing explaining the deletion process for the benefit of users who don't understand or are curious/new. If there's anything in it I'm totally wrong about or we don't agree on, let me know and I'll fix it.

perhaps explain that rename/move changes the url in stead of deleting, rather than just pointing out that it makes staff upset.

It is a good document but I have a feeling it anything short of a bullet point list is not going to make a dent in the number of people who try to vote on staff votes. Newbies already skim the massive volumes of guiding text we throw at them already. Not that is a big deal, it's always nice to have this stuff in writing.
