Ratlock does not match any existing user name is back, on the site this time.

FYI, both AbsentmindedNihilist and I have called Ratlock on that matter.

UDPATE: They seem to have deleted their account shortly afterwards. But it is in my opinion that this might not be the last we see of them.

Noting that anqyxr energency banned them for trolling/impersonating staff with me as a witness. The account deletion occured just after so I expect they will probably try to rejoin under another account name. Worth keeping an eye out for.
