So, after getting feedback from many, many perspectives, I think this is a proposal everyone will be happy with. There's no longer any time requirements, it's now only a firm suggestion. If the vote is successful, it would be implemented after the Technical Team throws up a stickypost in the forums for tag suggestion. The creation of this hypothetical thread has already been agreed to by the Captain and Go-To Admin of the Technical Team.
This vote requires half of all active staff members to vote on it. There are currently 27 active staff members, so a minimum of 14 votes must be cast in favor of these guidelines in order for them to take effect. If the measure passes, then it will be implemented as soon as there is a tag suggestion thread to link it to.

Basics
- The GoI must feature in a minimum of five positively-rated mainsite pages with at least three authors contributing.
- The GoI must be open to contributions from all site members.
- The GoI must have been issued a searchable site tag. More on how to obtain a tag can be found here[link to the future tag suggestion thread].
- The GoI must have a hub page or equivalent, which will be linked to from the GoI hub and the top bar.
Submitting
Make a new post on the [(this should be a link too) GoI Hub discussion page] documenting that the group meets the above requirements. An administrator will respond, either approving the GoI or denying it with a provided reason. If denied, the GoI can be re-submitted after the reason(s) are addressed. Administrators will have the final decision on the acceptance of new groups of interest.
Examples of reasons a group may be denied include deletion-range rated articles or if a GoI is derivative of an existing one. If any piece is not within deletion range, the community has decided that the piece fits within the SCP Foundation paradigm.
If a GoI only meets the minimum requirements, it is possible that group may not strike a chord with the community and will need additional work to flesh out its full potential and place in the site-wide worldbuilding. Should a group fall below the minimum requirements, it may be removed after a review by Site Administration.
Remember
It may take several months to create a Group of Interest. While a new GoI can be submitted at any time, writers are encouraged to emphasize quality of content over speed of implementation, to make the in-progress GoI a stronger contender for acceptance.
Groups of Interest should inspire community members to write articles outside of the original seed. Community buy-in is critical to the success of these creations.

Reasons for each of these guidelines:
- Creation of a seed from with the group can grow. After all, an idea is just an idea until it is written. Multiple authors demonstrate a level of community buy-in from the site's writers.
- Being able to locate articles from any of the Group of Interest is key to the content getting any attention. Without this, it cannot be used with a listpages module or found through tag search, the tag cloud, and it would be impossible to have any list of articles with automatic updating.
- Without a hub page groups would get far less attention than their counterparts and since we're going to be linking them from the top bar it's even more important that they have a hub. Plus the fact that it's been informal policy since the GoI contest to pursue giving every GoI a hub means that those who don't will be an isolated few. That's doing a discredit to the hard work put into these groups.
- Usable to future contributors: Duuuuh Closed groups run counter to the site's collaborative DNA.
