This is blatantly unfinished, and the end note feels pointless. Why is a researcher adding this to the file? This would be fear mongering at best. Files are meant to be official, logical, papers. adding a part where somebody whines about how scary it is only serves to make the article feel like the author is trying to make it sound scary. "We know far too little about SCP-9823, leaving us helpless as it bewitches all of humanity!". It is the foundations job to find stuff out. How exactly does this bewitch humanity? Why does the o5 council veto all experiments that could damage the object, despite the risk? Could containment not be done by simply chaining one person up, turning them into an instance, locking the paper in a briefcase, and keeping them restricted? A lot of your issues would be softened if you had gone through idea crit phases
