**Document 1:** HPP-01
**Title:** Establishment of the Host-Parasite Phenomena Department
**Classification:** Level 3 - Internal Distribution
**Effective date:** 01/04/20██
**To:** All Site Directors, Senior Medical Staff, Psychological Operations, Memetics Division
The Foundation is formally authorizing the **Host-Parasite Phenomena Department (HPP)** in response to the emerging pattern of non-conventional entities demonstrating direct habitation of human hosts.
Unlike standard biohazards, cognit hazards, or memetic constructs, these phenomena:
* Manifest fully through living hosts.
* Display minimal or no outward physical indicators.
* Often appear as psychiatric or linguistic anomalies before containment.
* Do not oppose risk to the host's life fully or have potential to oppose risk to the host's life under specific conditions.
To date, three verified SCP entities have confirmed the need for centralized handling. Strong evidence has been presented by Dr.Yoon (who is to be appointed as the head of HPP), this number will rise with the department's further probing.
Incidents have so far originated and expected to originate in the future through:
*** Self-submission:** Individuals presenting themselves after recognizing involuntary thoughts, speech, or memories that are clearly foreign.
*** Clinical referral:** Therapists and medical staff reporting patients with consistent, non-explainable "co-inhabitant" behaviours.
*** Cross-department flagging:** Psychological Operations or Memetics identifying low-level psychic or cognitive infiltration.
+++ Department Mandate
HPP is tasked with:
* Creating standardized screening and intake protocols for self-reporting hosts and referrals.
* Coordinating with relevant departments to asses overlap cases.
* Researching new containment methods that prioritize host safety when feasible.
* Managing long-term monitoring and ethical oversight for human cohabitation scenarios.
+++ First Steps
* Initial team will include specialists seconded from Memetics, Site Psychiatry and Cognitive Hazard Research.
* A dedicated secure wing for intake and observation is under construction at Site-███.
* Public facing cover programs to discreetly route suspicious cases from civilian medical systems are in early planning.
**Potential Personnel Note:**
Staff assigned to HPP must demonstrate high cognitive resilience, empathy and strict adherence to new Lexical Hygiene and Behavioural Integrity guidelines.
Protect the host, protect the mind.
Welcome to HPP

**Item #:** SCP-XXXX
**Object Class:** Safe
**Special Containment Procedures:** SCP-XXXX's current host, codename "Judas" is contained in a standard living quarter within the Host-Parasite Phenomena Department (HPP)'s wing at Site-93. Communication with the host is permitted only under approved testing protocols. Spontaneous verbal statements are forbidden. Written communication is restricted to non-interrogative exchanges unless overseen by **two Level-3 HPP researchers.**
All personnel within auditory or visual range during testing must wear headgear with switchable noise-cancelling properties. Any further interrogations should be conducted outside the range of SCP-XXXX (30 meters). If an interrogation has to be conducted within the physical vicinity of the host, it must adhere to the HPP Judas-Questioning Protocol.
**Description:** SCP-XXXX is a parasitic entity inhabiting a human male host (codenamed "Judas"). The entity appears to exist entirely within the host's higher cortical pathways. While dormant, SCP-XXXX exhibits no external traits except a very low level boost in brain activity within humans in a 30 meter radius. This boost alone is not lethal but is assumed to put people's cognitive functions in a vulnerable state.
When the host delivers false information knowingly in response to a direct question (spoken or written) SCP-XXXX activates an anomalous emission of extremely localized high-frequency electromagnetic and radiological output through the host's brain tissue. This emission causes catastrophic neurocognitive overload in any human who consciously processes the lie within the SCP-XXXX's radius - leading to massive cerebral haemorrhage or brain death.
This effect only manifests when the following three conditions are met:
# The recipient within SCP-XXXX's range must pose a question or a prompt that establishes a knowledge gap within their cognition.
# The host must respond with information that the host knows to be false. Activating host's anterior cingulated cortex, dorsal lateral prefrontal cortex, and parietal cortex which become active in most human brains during deceptive language production.
# The recipient must understand the lie and "close the gap" in their knowledge, like the closing of a circuit. This bridges the anomaly's discharge directly to the recipient's brain.
Upon further testing, the severity of the circuit-completion event is found to be correlated with the following:
# The listener's level of anticipation for the answer.
# The social or emotional significance of the answer (both on the host and the listener)
# The host's own guilt response upon deception.
The effect functions identically whether the answer is spoken or written, so long as the recipient's knowledge gap is closed by the host's lie. Truthful responses, outright deception without any questions by the listener, genuine admissions of ignorance or guesses do not trigger the effect.
**Discovery:**
Judas (formerly []) was employed as a teacher at [] High School when a student died from sudden cerebral trauma during an innocuous conversation. A Foundation probe later linked the event to Judas's unconscious lie about his years of experience as a teacher.
During initial standart interrogation, two Foundation researchers died when Judas claimed "three years" of teaching experience. Dr. Doyle, present during the interrogation but who claimed to be "distracted" survived with only mild cognitive disorientation.
**Origin: ** SCP-XXXX's origin is unknown. The host claims no awareness of its presence prior to the above mentioned incident.
**HPP Note:**
This case is among the other recent "parasitic" cases that have directly triggered the formation of the Host-Parasite Phenomena Department by Dr.Yoon to centralize and streamline all research and containment of anomalies that propagate through host-bound cognitive or linguistic means on innocent civilians.
**Containment Note:**
SCP-XXXX's host has voluntarily consented to Foundation oversight and demonstrates full compliance with HPP protocols to minimize the risk of further casualties. Dr.Yoon (Lead, HPP) has recommended permanent containment on humanitarian grounds, citing the host's severe guilt and suicidal ideation if released as well as the following statement:
"We are not sure about the full capabilities of SCP-XXXX in the case that it loses it's host. What we know is that it is an entity which is able to effectively short-circuit a human's brain in the matter of milliseconds. Thanks to our intense testing we are 99.97% sure that with following strict protocol we can reduce casualties to zero."
