I am a member from SCP-CN branch. I think you fully understand this.
In Chinese branch, when an EN SCP is translated, few people read it — unless it's an awesome one or a very awful one. If the skip was really good, we will give it an upvote — not only in CN branch, but also in EN branch. That's because we are also members of EN branch, and we have the right to vote.
Now, SCP-268-J gets +31 votes in CN branch — nearly ten times the average votes. No doubt that many of us would also vote in EN branch. What's wrong with it? Are you banning us because we are Asian? Then you gave wrong reasons for the ban. In Chinese, we call this “又当又立。”

Upon following up, asking if that message was an appeal for their ban, I received the following reply:
You can think so.
Not interested in ban appeal, to be honest. Your ban is considered insolent, and I really don't wanna bother with an insolent person
