Context: For years, it has been unwritten policy that a rating module belongs at the top on every written work on the wiki. This fiat would codify that as a rule, specifically by stating "A rating module must be present at the top of every page with content on the wiki. This excludes pages not subject to deletions." The aforementioned will be added to the Technical Content Policy page.
