Description: SCP-8649 is a handheld magnetic compass with features and markings typical of an ordinary compass. While inactive, SCP-8649 functions identically to a mundane retail compass. By default, SCP-8649 points to the Earth's magnetic north pole.1
The anomalous properties of SCP-8649 manifest when a selected human target (designated “SCP-8649-1”) is determined. When SCP-8649-1’s full legal name and photograph are presented to SCP-8649, by laying SCP-8649 atop SCP-8649-1’s information, SCP-8649 enters its active state. The needle of SCP-8649 will rotate in the direction of SCP-8649-1 as if magnetically attracted to the target. Following this heading directly will lead one to SCP-8649-1. SCP-8649 will rotate and update its heading if SCP-8649-1 moves or changes location.2
When SCP-8649 is brought within 1 meter of SCP-8649-1, SCP-8649-1 will always experience an immediately lethal organ failure, typically sudden cerebral hemorrhage or cardiac failure. Autopsies performed on deceased SCP-8649-1 instances consistently reveal that the subject appears to have died of natural causes, and no signs of anomalous influence are detected in cadavers. As a result, the method by which SCP-8649 induces lethal symptoms in SCP-8649-1 instances is poorly understood.
SCP-8649 will deactivate approximately 72 hours after activation, or after SCP-8649-1’s death, and will return to baseline behavior.
Addendum 8649.1: Discovery
SCP-8649 was discovered in New York, New York in 1990, following reports of a series of sudden and inexplicable deaths by cerebral hemorrhage among individuals known to be associated with the Foundation and other prominent Groups of Interest. Local authorities initially suspected possible foul play, prompting a criminal investigation leading to the Foundation's involvement. It was at this point that SCP-8649 was seized by the Foundation and classified as an anomalous item, transporting the object to Site-99 where it is currently contained.
Addendum 8694.2: Testing Logs
Test Subject: Dr. Thompson, Level 4 Senior Researcher, expressed strong dissenting views regarding containment policy during recent board meetings with Site Command. Male, age 32.
Procedure: SCP-8649 presented with photograph and name of Dr. Thompson, and immediately introduced within 100 cm of Dr. Thompson.
Results: Success. Dr. Thompson expired 2.3 seconds after SCP-8649 was introduced. Cause of death confirmed as cardiac arrest, consistent with SCP-8649’s effects.
Test Subject: Edgar Lawrence, high-ranking member of the Serpent’s Hand, and known critic of Foundation practices regarding the containment of anomalies. Male, age unknown.
Procedure: Foundation Special Operatives dispatched with authorization to use SCP-8649 to locate and terminate Edgar Lawrence.
Results: Success. Lawrence was located in his home in Manitoba. He was confronted by Special Operatives, and rapidly died of a stroke when Operatives approached within 1 meter, consistent with SCP-8649’s effects.
Testing of SCP-8649 is to continue under oversight from O5 Command.

Addendum 8640-A: Operation 8649-OTC
SCP-8649 was created by the now-defunct Foundation Department of Engineering for the purpose of carrying out Operation 8649-OTC. Designated Foundation Special Operatives with Level 5/8649 clearance have been assembled into MTF Null-1 for the purposes of carrying out Operation 8649-OTC at discretion of the O5 Council.
MTF Null-1 answers directly to the O5 Council and operates under the appointed Operations Executive. Operatives are to be briefed with Document 8649-OTC. The Ethics Committee is not to be informed of Operation 8649-OTC under any circumstances.
Update 2024/8/16: In the aftermath of Incident 8649-770, Operatives and Executives of MTF Null-1 must be screened to ensure they are unmarried, have no close family or offspring, and express nothing other than total loyalty to the O5 Council.
Incident 8649-770: Excerpts from former Level 5 Operations Executive Ilene Stina’s Personal Journal
Today I was promoted to “Operations Executive” for MTF Null-1. I’ve worked with them for about six months at this point. I was briefed on my duties, which mostly involve coordinating MTF Null-1 for Operation 8649-OTC and locating their targets. I’ve worked with Null-1 for a while, but now I’m essentially their leader, at least when it comes to paperwork. I take orders from the O5s, have to sign off on “tests” for 8649, all that.

I know they’ll fire me, or maybe fire at me if the Ethics Committee finds out a single detail about Operation OTC. But it’s been really difficult keeping secret what my job is from my wife Violeta, who’s on the Committee. Saying “that information is classified” doesn’t work when she already knows everything that happens in the Foundation.
At least we work at different sites. I’m here at Site-99 and she works at the Committee HQ at Site-19. So aside from video calls and our two weeks off a year, we don’t talk a whole lot anymore after I got transferred to Null-1.
Speaking of Null-1, today I had to sign off and coordinate another OTC mission. A high-ranking GOC officer named Vincent Hale crossed the Overseers the wrong way. Apparently he lives in Tampa Bay. Well, lived. He died of a stroke when Null-1 showed up at his house.

It's been three weeks. I've signed off on 6 terminations, mostly dissenters and political opponents of the Overseers. It's no wonder they can't afford to let the Ethics Committee find out about this.
As far as Violeta knows, I'm just a secretary. I don't know how much longer I can keep lying to her. She's a good person, strong sense of justice. Back when we worked together at 19, she would always make sure to prevent as much human death as possible as a Senior Researcher. Me, not so much. The ends justify the means in the Foundation. That's how I got this position in the first place, along with 7 years of service in admin.
I don't know, I think this job is taking its toll on me. Yes, it's mostly paperwork and emails, but it still feels strange to sign off termination orders for people who probably have lives, families, and their opinions just happen to be contrary to what the O5s think. God, if they heard me say that I'd get dismissed for sure.
It's probably best I don't think about it too hard.

If this investigation makes headway, it'll just be a race to see whether the Council or the Committee terminates me first. And guess who's fucking leading the investigation.
Apparently, Violeta knew I was hiding something, because she looked into my records at the RAISA archives up in Alaska. I guess it was inevitable that she’d find out someday. I don’t know what’ll happen now. If she finds out the Foundation created SCP-8649 to assassinate people that disagree with them, we’re both fucked.
Today I signed off the termination of a Site Director who refused to test lethal items on D-class. Null-1 will have them cleaned up quickly. Replacement coming in next week. Nothing to see here.

Official Investigation into Operation 8649-OTC, 2024/7/14
Based on recent information revealed on 2024 July 7, the Foundation Ethics Committee has decided it imperative to launch an investigation into SCP-8649.
SCP-8649 is known to be a magnetic compass with the ability to instantly kill a selected human when brought within 1 meter of said human. Preliminary investigation has revealed that SCP-8649 is being used by the O5 Council for self-interested purposes, including the assassination of political rivals and protesters against O5 directives.
Further information has been discovered in the RAISA vault at Site-7B. Operations Executive Ilene Stina, who works under Overwatch Command, is to be summoned on 2024 July 16 for interrogation. It is believed that Executive Ilene is responsible for coordinating “black ops” missions involving the use of SCP-8649 to kill enemies of the O5 Council, both within and outside of the Foundation.
Should any or all of the thirteen Overseers be found guilty by the Ethics Committee, they are to be shot for their crimes against humanity.

This is a formal request for the execution of Operation 8649-OTC, targeting an individual named Violeta Stina, a leading member of the Foundation Ethics Committee. Stina is known to be widely outspoken against the Foundation’s use of SCP-8649 to terminate individuals who dissent against Foundation or O5 directives. As the views held by Stina are directly contradictory and potentially threatening to the goals of the Overseer Council, it is recommended that Operation 8649-OTC be enacted in order to prevent this.
