I'd recommend that another member of Disciplinary PM them to give a firm warning that their behavior is unacceptable and that continuing to spam site members (staff or otherwise) in PM regarding their sandbox page will result in a ban from both the site and the sandbox. If there's consensus, I could send the message this afternoon or evening.
Edit: PM sent warning them not to spam messages or continue to message people who have declined to review their work.
I think a warning is adequate here, though I'm not sure if this is the user trying to spam or if they're just very clueless about email etiquette (and PM etiquette by extension). It kind of looks like the user is "editing" their PMs by sending a new version of the old PM. Kind of like sending another text message that's slightly different to recontextualize or plain edit the previous text.
So, best case scenario, sending a warning will at least notify the user that sending another slightly edited PM is just going to act as spam. Worst case scenario, we have a formal warning to someone to stop spamming.

First of all, I apologize for any rudeness. I have an issue. I am unable to edit the empty pages in Series 9 on the SCP Foundation site. It says that only selected moderators or administrators of the site can edit these pages. However, I am already a member of the SCP Foundation. I cannot add my SCP article. My SCP article is in the sandbox, but in the frequently asked questions section, a user asked if they could add their SCP article to the main page without feedback, and the response was yes, they could add it. So why can't I do it? I am a member of the SCP Foundation, and I can't vote on other SCP articles either. I cannot create a new page in the drafts and critiques section. What could be the reason for this?
