Under current rules use of other users CSS is technically plagiary, this discussion is to fix that.
I propose the following addition to the site rules under the plagiarism section:
The sole exception to this is non user facing content, users are allowed to take CSS and other formatting elements from other user's articles. Requesting permission or giving credit for such content is not required, though we do recommend a mention of any works that you have taken CSS code from.
Now from a licensing perspective this should not be an issue as per the US copyright office, CSS and other formatting elements are not copyrightable
Style sheet languages, such as Cascading Style Sheets, are merely methods of formatting and laying out the organization of documents written in a markup language, such as HTML. Because procedures, processes, and methods of operation are not copyrightable, the Office generally will refuse to register claims based solely on CSS.

We should also add in a note here in the licensing guide for other people who want to use SCP CSS on their own wikidot pages stating that this does not carry copyright, as I have found one example of this happening.

If you are operating your own wikidot site and want to use the SCP wikis CSS, then there is some good news, as per the US copyright office, CSS is not copyrightable and thus does not fall under our license. You are free to use and remix said CSS without having to license the resulting work under CC-BY-SA. Do note that unless you are putting said work under this license you will need to remove all SCP related artwork, like the SCP logo. While not required attribution is still polite.
Finally we should probably have a discussion about how much CSS work needs to be added to a work in order to qualify for co-authorship of an article. EG the CSS work done for https://scp-wiki.wikidot.com/8000contestestrellayoshte should qualify (Apart from the fact that this is a solo work), while the CSS work done for https://scp-wiki.wikidot.com/unusual-news should likely not.
