Hello all. This has been delayed for far too long, and for that, I apologize.

Background
I reluctantly became the Captain of the Disciplinary Team in November 2022 after the work in the November 2020 Disciplinary case which resulted in Dexanote being removed from captaincy. From my perspective, this was always intended to be a temporary position. My original intention was to hold this position only for a short while, to help find a suitable replacement and push some necessary changes to the team, perhaps a few months. While some of the necessary work has been carried out, several of the team recommendations made have yet to be implemented, and, as I noted in this staff update post, I have long not had time to devote to myriad staff matters beyond my core interests of technical work. Disciplinary Team work has suffered from my lack of ability to drive any of the needed change for it.
In my personal view, a few things are needed in a replacement Disciplinary Team captain:
- There is a lot of unimplemented policy and reforms still pending. The N2020 disciplinary recommendations should be reviewed and acted on appropriately.
- A sustainable means of recruitment and vetting for new Disciplinary members should be created. We need to avoid the "cool kid's club" dynamic that was one cause of the N2020 case, while also making it easy for new staff members to join the team and bring various perspectives, avoiding overwork on the members who are present, yet also retaining a high level of quality to avoid decision bandwagoning.
- A high level of trust with both staff and the community. If either is disaffected with Disciplinary Team activity, it should be significantly easier to affect change there than it was in 2019.
Now
Given all of this, I am not the right person to still be Disciplinary Team captain, and some fresh blood able to make necessary reforms has long been required.
Effectively immediately, I am resigning from the position of Captain of the Disciplinary Team.
Additionally, I am also resigning from the Disciplinary Team itself, though this may be a temporary break from the team rather than a permanent shift.
So now as there is no longer even nominally a Captain nor Vice Captain for the Disciplinary Team, it is clear a new one must be chosen. My recommendation is as follows:
- We can establish a new precedent that Disciplinary Captains need to be ratified by staff.
- If a potential Captain or Vice Captain gets more than 40% disapproval then they cannot take the position.
- Standard policy quorum would be in place.
- Potential Captains or Vice Captains (operational staff or higher, obviously) may post in this thread nominating themselves, giving an explanation for why they think they feel they would be fit for the position and changes they would make to the team.
- Other staff members may comment and discuss the nominations, either the candidates themselves or the ideas they bring up.
- Following this, there is a ranked voting thread for a week where the nominations are put up.
- Subsequently, any other captaincy changes would be suggested by existing captains as is typical, but staff must ratify them in a voting thread for a week, as described above.
