• Numbered the list so that Rule Zero can actually be rule 0.
• Reorganized existing rules into readable sections
• Removed/reword rules for clarification
• Added/expanded some rules (marked in blue, needs input on some items)

i think we can completely axe the forum games rule since no one knows what those are anymore (thanks, i feel ancient) and the only thing even remotely resembling that still around is the ask the person above you a question thread.

Threats of legal action against the SCP Wiki, its staff or [partners].

i think this can be reworded to "Threats of legal action against the SCP Wiki, it staff, or Sister Sites."

You can comment almost anywhere on the site

A footnote on almost is probably useful here, stating the existence of locked threads, closed staff posts and stop orders.
