| Why: | On-site licensing maintenance requires the usage of mod tools to edit locked pages to put in licenseboxes. More crucially, however, Star requires mod tools in order to add, remove, or replace image files to ensure the site complies with the license. |

| Why: | As members of the Technical Team, staffers often need to edit pages not accessible to regular users. Components, themes, locked pages (widely-used or high-traffic), and others often come up when it comes to Tech Team edits and other work. Flops has been involved in team matters starting some time ago, and has been a trustworthy and solid staffer on her time on the team. Given the incidence of trustworthiness and reason for access to moderator tools, we are putting her up. |
