The main problem i see with this is even with "the favor" this thing seems a little over-powered, maybe if the "details" were more specific (you can't just have some level-2 say the leader of the chaos insurgency). As for the fact that it's a ham radio, i don't think removing the Harold Holt thing would really effect the article (you could have some other back story for a fax machine).
