Questions/Comments/Concerns:
(I recognize as this is the voting phase it is too late to change things, aside from potential future amendments to the policy should it pass, but it is likely worth saying this regardless, I feel)

What makes something an unrecognized SCP branch? Or, rather, would this section of policy, not, for instance, allow someone to create a spin off site, of a pre-existing official language branch for instance, declare it an unofficial branch, and post a translation from there?
Since we aren't robots I'm sure we can recognize when someone is doing something malicious, re: the clause of this rule, and deny that specific interpretation, but, worth mentioning.
2.
"the person that posted the translation should have the final say on what the wording should be."
I feel that if the intention of this policy as a whole is to give authorial rights of the original author over works translated to English on this site, then we should give "final say" to authors, and translators slightly below that.
Reasoning:
Imagine a situation wherein, an author of a work in a foreign language is also fluent in English, but somebody else decides to translate their work to english, which the original author is fine with, mostly, but perhaps the translator and the author disagree on specific wordings on the translation.
I find this situation unlikely but not impossible, and think in this scenario the author should have equal or greater power insofar as enforcing wording on the translation.
