[VOTING] Amend Policy Section of Current Site Charter
This is a Vote to replace the "Policy Issues" Section of the Current Site Charter with the rewrite linked here, based on the previous Discussion Thread. If you do have disagreements with the proposed changes, please let me know in that thread.
Changes are as follows:
- Lower Quorum to 30% of active staff, majority in favor for everything other than the Site Charter. (main change to actual policy) EDIT: Just noting that the lower quorum includes changes to the Site Rules.
- Reserve staff may vote, but don't count towards the 30% requirement (math is simpler, removes any obligation to vote)
- Amend default voting period from 48 hours to one week.
- Remove contradictions regarding "only voting yes or no" to specify the full range of options.
- Failed proposals do not require Admin permission to be voted on again if there has been significant changes and further discussion.
- Specified that "voting is optional" because any staff member may call for a vote on a proposal before it is implemented. This was apparently the original intention of that phrasing.
- Removed sections from Execution and Enforcement that are currently being ignored in favor of the creation of a new policy tree, to avoid confusion.
- Additional minor rephrasings for clarity.
The overall intention was to simplify the document and bring it in accordance with actual staff practice, in addition to lowering quorum to make voting easier.

As specified in the current charter, this will go into effect if 50% of Active Staff participate with 60% or more voting yes.
