Following on from last time, I've rewritten the Policy Issues section of the Site Charter to lower quorum to 30%.
Since we're voting on this anyway, there were a few other changes I think we may as well make, obviously if there are objections I can just keep the stuff about lowering the required level of staff participation:
- Voting: Why is there a crossed out section, lets just say what we mean in the charter itself.
- Voting Periods: Still officially 48 hours but I believe the admins plan to eventually change that. If Voting periods should be 1 week, I assume that the best use of admin fiat is extending it by another week. We literally never use emergency votes and would struggle to reach even 30% quorum in 24 hours, just cut that from the charter. Fiat that and vote after.
- Voting Requirements: Kept the rules for changing the charter the same, that's still very difficult to do. I propose that we just say Reserve staff can vote but don't count towards quorum, the whole point of being on reserve is that they shouldn't feel obliged to read up on policy. I have literally never seen Rule of 3 applied on a vote, I propose cutting it entirely unless someone can think of a good definition of "minor". However, I don't really think minor things get voted on in the first place.
- Ties and Failure: If a previously failed policy has undergone "significant changes to the proposal and additional discussion", I don't think we need Admin Fiat to justify voting on it again. If somebody keeps proposing the same policy over and over with minor changes, we can just tell them to cut it out.
- There were a few other times when I found the current wording unnecessarily confusing and rephrased it, obviously if a careful reading reveals that I've changed something then I'll correct it.
- EDIT: Moved the bit about voting abstain so that it doesn't contradict the part that says you can only vote yes or no, as pointed out by multiple people.
- EDIT: Clarified the requirements for when voting is required to match the specified intention of the policy in stormfallen's comment.
- EDIT: Concurring with OptimisticLucio and cutting F2 and F3 since we're working on a new policy tree instead.
I get that we're going to eventually supersede this section of the charter with a new voting policy, I propose this as the new voting policy, we vote it into effect now and then make it part of the policy tree later, making additional changes as needed.
Discussion will be open for however long I feel like, probably a week.
It turns out the Charter doesn't specify how long Discussion Threads should last for before a vote. If you think we should change that, feel free to comment but Rules As Written I am now allowed to immediately post the Voting Thread.
