Staff Members on Inactive Status have no rights as far as staff members go, but given a return to activity, can become staff again.

Yeah, that's right. We're about to redo exactly how Junior Staff works. Admin have been discussing this for a while now, and I've been working on sorting out all the kinks in the plan (which is the major reason for the delay in promotions). It will be posted for general staff information soon, then voted on for inclusion in the charter.
This means that Operational Staff do not need to vote in this election. You'll get your say soon.
