Within these comments, a user calls out that this is just SCP-1216-RU run through google translate.

A quick glance certainly looks to confirm. There is no evidence present within either the SCP, author post, or the edit history of the poster which would suggest that this was a mishandled or otherwise good faith attempt at translation. Additionally, the posting user is not even a member of RU or INT.
I think this is a pretty cut and dried recommendation for a Permanent ban for plagiarism.
