It is clear from the original thread that the IRC route of hosting the town halls is not the route to go - instead, we will be pursuing the route of a forum-based town hall.
The Current Vision:
1. We create a new forum category specifically for the town halls.
2. Town halls will take place a minimum of 3 times a year (dates/times TBD) with the option for more to be held as situations arise.
3. Each town hall will last for a total period of 2 weeks before being closed to new topics being posted until the next one - this is to maintain a timeline in which the thread is regularly checked and make sure that answers/conversations are had within a timely manner. The main complaints thread will remain up and in practice for other complaints and such.
4. Each town hall session consists of 5 separate forum threads: “Onsite Happenings” (CO, MAST, Forum Crit, Rewrite, Tech, Licensing oversight), “Offsite Happenings” (IO, Licensing oversight), “Staff Policy/Inter-Staff” (admin-team oversight), “Disciplinary”, and “Anti-Harassment.” Each of these threads has, in the original post, a description written by the relevant team describing their purpose, policy, and links to relevant guides/05 posts relating to what they are responsible for.
5. The original post will also consist of a short summary of the most notable things that have happened related to the topic of that thread in the period before that particular town hall.
6. During the two weeks of the town hall, threads are actively monitored and responded to as detailed in the first thread.

Original Post: The AHT team is [enter a statement written by AHT detailing responsibilities and such].
In the time since the last town hall, [summary of notable events, if any].This thread is open for 2 weeks and is a place where you can post comments, criticisms, suggestions, complaints, and questions for the relevant topic. If your post is not on the correct forum for the topic, you will be notified via a reply by a staff member.
Users may also have a third-party post on the thread for them or contact a staff member via PM and ask to be kept anonymous with their concerns.
