Given their site ban, and their constant evidence of being no benefit to the room whatsoever, I'd be inclined to skip a step in standard escalation next time.

Following discussion among operators, with their site ban taken into account, a plurality of us have agreed on escalation to perma for trolling, or behavior indistinguishable therefrom.
