Noting that the DrAnnoyingDog account is no longer used by the user (who made a new account Jade Skylar).

I PMed them to confirm, and they responded:

I had thought I left the wiki with the DrAnnpyingDog account. If it's still there, I am no longer using it.

I believe the usual proceeding is to permaban the other account, to enforce the rule that each user should only have one account with wiki membership? That said, since that account left the wiki, do we need to ban?

Also, I believe we need to update the metadata with author credits with the name change? Or has that already been done?

If Jade Skylar already resigned membership on their old account, I see no reason to ban them.

No comment on whether the old account should be banned or not, but I do know that the metadata page has been updated accordingly as per a conversation in #site17 about it a week or so ago.
