Given that they've been handed links and advice multiple times and they've chosen to ignore all of that, I'm thinking ban rather than revoke.
I'd go for ban too. This isn't something that will be corrected with a "reread the guides".

User also altered the ordering of the Joke SCP listing for no apparent reason, switching SCP-006-J and SCP-009-J. User Salty Cupcake reverted the change, and PMd me about it.
They seem like an overt troll, but for record keeping's sake, I'd like it if they were sent a PM with explicit instructions not to coldpost utter shit before we execute disciplinary proceedings. I'm only posting here to make sure that nobody's already done so before I go ahead and do the thing.

They sent the app about two hours after being revoked, in case it matters.
They mostly seem to be a clueless teenager who has no idea what this is all about. Revocation would seem to me to be the correct action here, if and when they are accepted back, a ban would be the next step.
If this person isn't overtly trolling, then they're lying outright about their ability to meet our maturity standards. If we decide to let them back in, any further immature behavior should be met with a ban for being indistinguishable from a 10-year-old.
And recently they coldposted another SCP, consisting only of the following:

Clearly they haven't grasped the rules. Not sure what to do at this point.
Back yet again, coldposting again (and self-downvoting too). It's titled "SCP-RAGE-A Memory access violation" and consists of the following:

Description: SCP-RAGE-A is a "virus" infecting computer software. It causes the software that it infected to crash at random moments. It also causes the Person using the infected computer to go through unusual amounts of rage. When the software crashes sometimes. while the person is raging they will injure them self sometimes. Killing them Rarely SCP-RAGE-A cannot be fixed or detected by any anti-virus.
This is the umpteenth time they have done this and are aware of what they are doing, and the quality of such. It's a run-of-the-mill coldpost yes, but from this person, it's a continued pattern of knowing what they are doing.
