The comment threads and contents of the articles are a bit much for hapless flailing to be believable. See screenshots of such above. This kid's here to shitpost, and that's just what he's gonna do when he's let back in. I see little point in readmitting him for a second go at it.

Okay so with the screenshots we've got and that next-level insane response thedeadlymoose received I feel comfortable advocating for a perma. Nothing about this person says to me that he'd be a productive member of the community.
This is the first time I've laid eyes on this, and my sarcasm generator has just pegged. I'm not going to explode if I don't fire, though, so I'll be fine.
The letter stinks of desperation, honestly. Not to mention improper use of punctuation, but that's the cited "dog's breakfast" from above. I don't think he's worth a perma… but this would be one of those cases where it would be nice if we could put a user into a Moderated state, where someone with more time and patience can help them out.
In a fair world, we could charge for that, but if the world was fair, minimum wage would be $15 with no inflation.
If he actually kept his promises as well as he says he does, I feel like he wouldn't need the "When I make a promise, I always keep it. I have never broken a promise before." disclaimer.
Perma, unless he can provide a better reason for sticking around beyond "i haz series 6 SCP it's the best".
Nothing here really strikes me as indicating any improvement, just desperately begging to be let back in the clubhouse. What he says about receiving criticism really shows that he's probably not going to mesh well with the community. Perma please.

Maybe I'm going soft in my old age, but I'm not inclined to perma based on his actions so far. I would say readmit and be prepared to perma on a next infraction, surely, but I could see this just being an especially bad day for him.
I have zero confidence that he won't continue to be an idiot, nor am I even slightly convinced that he's over 15. If we readmit him, he'll derp around until inevitably getting himself banned within a couple weeks at the most. I suggest perma.

However, the Disciplinary Team did not actually conclude the ban vote, a year and a half ago. I'm left wondering what actually happened here. What do we want to do with this?
Making an executive decision here, this guy was never banned. I'm not about to retroactively ban him a year and a half later, and the mistake was squarely on the shoulders of Disciplinary. If he gets his app right, he should be allowed to join the wiki. We'll handle him from there if necessary.

Denied the app for not following instructions; normally I wouldn't care, since they got in for real once, but this person really needs to show they can follow instructions. Not blocked, though, and so the user may apply again.
