What procedural issues are outstanding can be handled with something less formal, and we can codify if necessary, but I think this is a common sense thing to implement in some fashion.

There hasn't been nearly enough evaluation into the final draft of the policy to vote on definitively. Too much language is "probably" and "no clue" in answer to basic questions. Furthermore, there's little establishment into where this will be listed. There's no point in establishing policy if it isn't written anywhere.
