I feel like I may have given people the wrong idea about Ambassadors - it's totally fine to recruit new people to the team if we need to give them access to the INT Discord, and I don't see any reason I couldn't recruit a PR person as the INT ambassador responsible for communications with the English language SCP community. I think the Ambassadors from other branches would understand our reason for that and be on board, I don't think I'm the best person for that job (my main qualification being someone people on INT know pretty well).

I'd just prefer to keep the team small because most branches only have 1-2 active Ambassadors in the INT Discord (regardless of whether or not the official number is higher), and if we have too many people there from EN it makes conversations more difficult. Generally we get one vote per branch not per representative, so technically it would be fine for us to have as many Ambassadors as we need, but practically speaking I think it would cause confusion if we had too many people in the chat speaking on behalf of EN, a PR person wouldn't really contribute to that.

As I've said though, I'd be much happier to have that be a person (or two) on my team who can be fully informed as to the situation, rather than a separate team I have to run statements past.

Alright. Although I have long felt that we have a major public relations issue on the site, I have many concerns with this proposal and if it is the best way to handle them. I want to be clear that I agree with the proposal but think it may be misguided.

+ Initial Roster

- Initial Roster

I would like to note that this is the most minor of my concerns and can easily be remedied by a few new recruits. Below is the initial set of people who have been suggested for the team and their join dates for staff. I am excluding Yossi from this list, as xe is acting in an Advisory capacity, but I will note that xer presence on the team is encouraging.

Sinking_Otter – July 2025
wackdog – November 2025
BAD_DATA – October 2025
tacticalnecromancy – November 2022
AWhiteBoy – March 2026
radian628 – July 2025

To be frank, I just don’t think that the initial roster has seen enough of the historical staff public relations issues to be properly equipped to deal with future problems effectively. Only two of the above members have been staff for more than a year. That time has been dominated largely by some major issues (Bright Works and the Slot Crisis) but the first of those issues has been fairly unique, so I think it is a bad model to base future endeavors.

How would the team have reacted to the November 2020 Incident? What about the Anti-Harassment bans of etoisle (which was justified) and kinch (which was not)? What about Pride 2018? What about LadyKatie’s missteps with -ES and the communication issues there? These are largely rhetorical questions, but I do think it would be worthwhile to consider them when drafting PR policy proposal. They are good examples, and knowing how you would have handled these would really help with concepting this team and assuring faith in it.

I will say that it is good that Yossi is on the team, even if in an advisory role. I do think it would be good to have current and former members of the admin, Anti-Harassment and Disciplinary teams (although I can understand why that may have been an intentional choice to not have them), even if in an advisory capacity. Having someone on the team who can at least answer “What the hell are they thinking???” is valuable for the function of the team.

Currently, we have pre-planned members of both AHT and Disc.

This was said in the 04 mirror, but there is only one team member in the proposed initial roster on either team.

+ Function and Process

- Function and Proces

I have some broad concerns with the intended workflow of the team, and how problems come to it. It seems to operate on the hope that the question at the start of the thread "Will this staff action (or inaction) result in noticeable community dissatisfaction?" will be asked consistently and honestly. I think that this is an unrealistic proposal - generally speaking, people do not think that their actions are going to turn out as controversially as they do. I for one did not expect Wrathcon to be as much of a controversy as it wound up being. PR could have caught some of the issues, but I don't think others would have been flagged. Inaction is also a funny to thing to be include here. Although it does often lead to PR issues for us, it is not usually a conscious decision that we make. In BWP, the issue was that action had been decided on and agreed to, but lacked the manpower to execute it. Furthermore, there are a number of cases where a PR disaster arises from small choices, or a specific conversation.

Another issue is that, if dealing with Anti-Harassment (and to a lesser extent Disciplinary cases), the lack of access to non-public info means this team will not get details that could and should be made public for their benefit to alleviate public response. To provide a minor example of this, I once spoke to a user who expressed distrust in AHT owing to an overly lenient punishment to a staff member, who had reported another staff member to their employer and been suspended from staff for six months as a result. The user thought this was straightforward doxxing, which normally warrants an AHT ban. I happened to know a little more about the situation, and was able to explain that both staff members actually worked for the same employer, who was already aware from reading 05 Command. With this explained, that user agreed AHT's actions made sense. AHT has since added this to the thread at my request, but a PR team might not have known these details and that this needed clarification to begin with.

I am also worried about burnout for this team. The vast majority of Disciplinary and Anti-Harassment Cases are not particularly notable, and are pretty routine. Looking at the most recent twenty Disciplinary threads in the forum, I see only four which could have turned out to be problems, and only one of which that I recall as actually having any issues. Notably, that thread is one which causes issues because we banned several members of a translation site branch, and the PR issue at play there is not one which I think this team is set up to handle, lacking any crossover with the Ambassador Team. This sort of situation, in which there is a large consistent volume of boring work is one that frequently results in people becoming disengaged, assuming someone else can deal with it, and then nobody reviewing it, or only one of small number of people reviewing everything while a larger amount of people cover the high profile things. (Recap turned out like that.)

I think that this team would be better suited with a reactive, rather than proactive focus. This could easily be alongside the described proactive focus, but having a team which reacts to incidents by managing communications and working to resolve issues as they arise would be better suited for the majority of historical incidents. I think the fact this proposal fails to touch on this angle is a major oversight, and one that I would like to see addressed.

+ Alternatives

- Alternatives

I agree with the consensus on the 04 mirror. The problem is not largely a communications issue, but one of our actions. I agree that bureaucratic solutions should be avoided, as the more that increases on the site the worse staff operates. The obvious solution is for staff to just act better consistently across the board, but that is far easier said than done. It is not a simple thing we can just choose to keep doing, so other than pleads to staff to behave better I'm not sure how to actually implement this in a durable, binding way that will keep us from quickly backsliding.

To some extent, I wonder if designating one person on each team as a "Public Relations Officer" would be useful. This might not be the best decision for Disciplinary or Anti-Harassment, but for most of the other teams this could serve to help ease controversy while leaving it in the normal operations of the team — someone who is alredy expected to be looped in to things. This is probably just a lighter version of the above issue and still leads to the extra level of bureaucracy, so I think that it might not be viable.

Some level of people who Disciplinary and Anti-Harassment can have write their more major threads would also be good, but there are limits to this. Some of the most controversial Disciplinary Threads are Staff Censures, and for these the initial thread is effectively a prosecution — having that written by an external, neutral party for public relations purposes would be self-defeating. I think this is missing as a point for the policy to consider altogether, and I'd be interested in hearing how they plan to handle cases like a staff censure. Where would the line be between reviewing and suggesting changes and actually engaging in the censure discussions fall there?

+ A Note on Advocacy

- A Note on Advocacy

As a word of caution if this team goes through: Over the course of the years, I have found myself having to defend staff actions when we are doing unpopular things, regardless of whether or not I have personally agreed with it. I think that it is my obligation as an admin to not throw staff members under the bus, and work to support my fellow colleagues and teammates. This is a necessary part of handling public relations for staff, particularly in our most unpopular moments. With this team, you are signing up for this role, and I think it is worth asking: How will you act if staff behaves unfavorably? How will you react to situations where you need to handle the PR and messaging, even when you disagree with the outcomes? The role of this team will not be to change outcomes or argue against Disciplinary or Anti-Harassment, so what happens when you disagree with a decision? Forget those two teams, even, as those are typically quite charged situations! What would you do if I came to you a proposal to do some drastic action on Technical, which was not strictly necessary but ais and I felt worth it, but no one on the PR team agreed with us?

I actually fully agree with this position word for word. We don't have enough of a need for a full team dedicated to this, even if it'd only be an additional connective tissue between multiple other teams (e.g., an additional task for relevant players on each team).

It'd only end up needing a few relevant and very vetted people anyway, and the communique would be passed by multiple other non-PR-Team members anyway right? Like, realistically, it would.

This is a task for continuing on our active work to improve outward communications, not a "We need to make a subteam" thing, in my eyes. Like in a practical sense it'd come down to doing this anyway, something as major that we need Public Relations specific work wouldn't be restricted to just that team, admins and relevant captains and established team members for relevant teams (Disc, Tech, Ambassador, whatever) would have their hands in it for context and direction of the final post(s).

It’s true that the majority of cases handled by AHT are handled well and do not require additional overview before details are released publicly. However, there are multiple cases where things haven’t gone smoothly. This has caused harm to users both directly involved in a given situation, or who may be associated with it by happenstance (such as being in a screenshot of a conversation). Furthermore, the user base as a whole have then gone on to make assumptions about the situation based on what AHT has released. While this can be partially fixed by AHT amending the threads, it cannot fully erase the damage done, and the trust lost in AHT and staff as a whole.

It is true that bringing people into AHT to focus on communication and preventing threads being released with too little or too much detail can help solve this issue. But it would only be limited to AHT. If another team enters into a situation where they need assistance with communication, unless someone within the team or outside it steps up, and there is no guarantee that would happen, they’re on their own.

The PR Team would be able to step in and provide assistance in these situations, preventing communication from being forgotten or poorly handled, and advocating for users who may have concerns or feedback about the given situation.

The PR team would be a subteam underneath CO. As it stands now, while there are sub teams that cover communication under CO, they only operate under specific circumstances. For example, Internet Outreach communicates primarily with the off-site use base. Having any of the current teams under CO expand their role to handle what the proposed PR Team would will have to negative effect on the teams as they’d be spread thin and unable to handle all their responsibilities, new and old. The PR Team would cover what isn’t handled by the current CO sub teams and act both as advocacy to users and as consultants in tense situations.

advocacy for community members who feel like they are not heard

Is this not at least in part what CO is supposed to be to begin with?

I’m with Nico in that I dont think we need additional teams and bureaucracy to handle communication — ideally people joining teams specifically for the purpose of handling sensitive cases, or more broadly, those handling areas related to IO/CO should have the necessary skills and foresight to handle communication. Maybe both teams should aim to expand a touch, with the goal of having a few extra on-hand who are comfortable helping out in this area.

I’m confused why IO/CO don’t have roles for this to begin with if it’s an issue we’re butting against.

the reason bwp was interdisciplinary was because this was the worst case of abuse the wiki has ever seen and said abuse took place over multiple years, platforms, methods, and people. to say that even 5% of cases aht looks at wind up being similar would be overblown.

i really dont think we need a whole team of people who arent trained in pr doing pr.

One of the justifications for a new team is that these people can all talk with each other; the Bright works project, for example, was an inter-team thing, so having the people with the relevant skillsets locked out behind what would be another layer of bureaucracy may be unwise. Furthermore, this discounts one of the major reasons we want to have a PR team in the first place: advocacy for community members who feel like they are not heard. It could function in a similar manner to the town halls; the questions being sent cannot be ignored, but the members of the team organising (or in this case, the userbase) don't have voting power.

all they do is word things for public consumption.

While this is part of the suggested ideas concerning the PR team, as stated above there are more intended responsibilities. Ideally, this would be like a liaison between staff and users both

We would want to prevent as much confusion as possible. Inter-team communications are certainly not in an ideal place but the PR team is part of rebuilding a solid foundation for better communications, not furthering it

We can definitely see the point here regarding average workload. However, since this team would be made up entirely of existing staff members who already belong to other teams, it would not create a situation where wiki staff are left with nothing to do or without a clear purpose. For most of the year, members would continue working primarily with their original staff teams. When an issue does arise that falls into controversial territory and I believe that is happening more often than just once or twice a year at this point having an established team ready to step in would actually reduce delays rather than add them. Instead of needing to assemble an unofficial group based on who is available and willing at the time, we could simply call on a pre-existing group that has already been formed for this purpose.

Additionally, we are not dealing with staff quotas or things like salary budgets or the likes, so we do not see any real downside to making an official team. Formalising it would simply give structure to something that already needs to happen when these situations arise.

This is the only form of this concept I could support. Anything else is just continued bureaucracy roleplay that we've already well and truly mired ourselves in. If the teams in question don't know how to word their stuff in the proper way, get a hold of the people on staff who have that skill.

After yapping with aismallard and tacticalnecromancy, I think i finally have an idea of my ideal version of this;

no need for a nee team

add one or two heavily vetted individuals to disc, aht, and ambassadors (the ambassador one in particular is going to be a nightmare the likes of which I do not envy)

these new members have limited access to the blackbox on a case by case basis to help formulate statements

they cannot vote on outcomes

they cannot influence outcomes

all they do is word things for public consumption.

My reasoning is two-fold; another team would add clutter and confusion and and whole other set of mouth and ears to the perpetual game of telephone that communications is, and second, I dont trust anyone except yossi to do it and they (forgive me if they /them is not what you are feeling right now yossi) are semi retired.

I agree with this (as a member of both AHT and Disney teams). I don't think that adding another team that isn't absolutely necessary is going to do much to improve our image. We just need to develop workforce for more expedient communication.

Having PR advice available for the 1-2 difficult/controversial Disc cases we face in the average year could be nice, but I'd want to be sure that we didn't add any steps or delays to our average case. Most Disc work (and AI team work) is pretty routine and uncontroversial.

I don't think that an official team is necessary, because I don't think that they'd have even one work item per month on average. I think it'd be better to have this as a less formal group, possibly along the lines of what Jerden suggested.

Issues have continually presented themselves with communication between staff and the general community. While the BWP accentuated this issue, it is and has been present in the operations of other teams as well. Not all members of staff are strong communicators and may not wish to play a public-facing role in the work they do. The creation of this team would ensure that problems do not persist in communication due to these individuals being forced to fall into public communication roles. I will also note that of the current people involved in the organisation of this proposal, there is at least one member of every team, meaning issues with communication due to difference in teams should be minimal.

Unsure on this, I have some experience with this sort of thing as an Ambassador, there have been a couple of times in the past few years where there's been massive arguments within the broader SCP community. However, I'm not sure how much having a dedicated PR team would have helped.

Practically, I'm not sure how you'd recruit for the team, each situation that requires PR is going to be unique, and infrequent enough that it seems like it would be hard to know how best to communicate it. Also, to do their job properly they are going to have to be part of AHT, Disc, Ambassadors ect, at least temporarily, otherwise someone with that team needs to be briefing PR on the situation, and at that point it's unclear what the team can do besides editing and rephrasing.

The staff members involved in the situation will know it best, and while they're not necessarily going to be best equipped to communicate that, I worry that passing statements through a PR team could cause miscommunications and confusion, and also diffuse responsibility - I think there's something useful about the person responsible for the situation being the one to tell people about it. While they can definitely benefit from running things past other staff first, I don't think delegating this to another team will necessarily help.

I feel like the relevant teams or (as in the case of the Bright Works) projects within staff recruiting people who are OK with handling public communications would be better than having a separate team within CO.

I believe that while the presence of a PR team was necessary for the BWP given the unique circumstances facing the Staff and Community, I don't think it is for areas like AHT and Disciplinary.

In fact, I believe that being a member of one of these teams (which perform sensitive and unique functions related to site or social media maintenance) naturally also requires the skills required to communicate with the Community. Rather than potentially slow down various processes, or worse, alienate a Community that already accuses us of bogging ourselves down with unnecessary and self-serving bureaucracy, I believe that we Staffers simply need to learn from past experiences and the criticism we received to improve our communication.

O4 Link: https://scp-wiki.wikidot.com/forum/t-18081656/discussion-implementation-of-new-public-relations-staff-team

Introduction

Communication is a fundamental element of any organisation, including the SCP Wiki. Failures in communication, such as those during the Bright Works Project and November 2025 incident, have resulted in a dissatisfied user base, increased staff workload, and a loss in trust resulting in users and staff leaving the Wiki.

These events have demonstrated a need for a staff team dedicated to handling complex, public-facing communication in all its forms. A Public Relations Team, or PR Team for short, is the answer. The PR Team would work to prevent further damage and begin closing the gap between staff and users, helping to create a more unified SCP Wiki. It would also help refine critical communication from staff, aiming to prevent situations like those mentioned above.

Team Duties

Given the nature of a Public Relations Team, and the increased workload that comes with this kind of work, the team must only be brought in to handle specific tasks. It cannot be treated as a one-stop solution for every form of communication from staff.

It is not possible to list every duty the PR Team may undertake. However, before the team is called in, one question must be asked:

Will this staff action (or inaction) result in noticeable community dissatisfaction?

If the answer is yes, the PR Team will be called in to assist.

Examples Of Public Relations Team Duties Include:

Acting as a final review for Disciplinary and Anti-Harassment Team threads before they are posted. Importantly, the Team would only have access to documentation intended to be made public.

Assisting with user complaints to ensure both the user or users and staff feel heard, with the aim of reaching a satisfactory resolution for both parties.

Acting as front-line communicators during critical situations where members of the community are dissatisfied.

Drafting of critical policy or statements before they are presented to users. Critical policies or statements are defined as being:

Are related to something that would be a major change or event on the site (such as structural changes).

Needs to be urgently created, implemented or released.

The community, staff or both are heavily invested in its outcome. There may also be segments of the community that are concerned or highly critical of the policy or statement.

Examples Of What The Public Relations Team Will Not Handle:

Answering basic questions from users that can be handled by the relevant team.

Assisting with inter-team communication.

Reviewing Disciplinary and Anti-Harassment Team materials that are not intended to be posted publicly.

Drafting of non-critical policy or statements such as event announcements. Non-critical policies or statements are defined as being:

Aren't related to something that would be a major change or event on the site (such as structural changes).

Don't need to be urgently created, implemented or released.

The community, staff or both may or may not be heavily invested in its outcome. There are no segments of the community that are concerned or highly critical of the policy or statement.

These examples are not an exhaustive list of what the PR Team will or will not handle. In every situation, discretion should be used by members of the team when deciding whether they should become involved.

Structure & Reasoning

The structure of the Public Relations Team would be nearly identical to that of existing staff teams. It would fall under Community Outreach, with Sub Team Captains leading the team and a group of staff members making up the bulk of its membership.

The Team will often be handling time sensitive situations, or multiple situations simultaneously. A singular captain could find themselves quickly overwhelmed, leading to a constant stream of new captains which would make it difficult for the team to operate effectively. There is also the risk of a lone captain being unavailable at a critical time due to other commitments, leaving the team without leadership when they need it the most. Having multiple captains helps to prevent these issue from occurring.

Discussion will go on for one week.
