To work around this issue, on December 8th a proposed merged rule set was posted in staff discussion, which would contain the results of the Site Rules if both policies passed. I explained that, if there was not staff consensus in opposition to the merge, I would interpret it as staff acclamation in favor of that rule merge being the way both voted policies would be applied together.

Today, after several days, no comments were made objecting to the contents of the merge, and Estrella implemented the changes.
