The idea is that we'd first implement a brief excerpt into the top of the Image Use Policy to inform users that we have a whitelist, and then add a section down below explaining our reasoning.

+ show block

– hide block

The SCP Foundation Wiki is licensed under CC BY-SA 3.0. All rules regarding image use are dependent upon this fact.

For information on general licensing of the SCP Foundation Wiki, please read the Licensing Guide.

to

The SCP Foundation Wiki is licensed under CC BY-SA 3.0. All rules regarding image use are dependent upon this fact.

For information on general licensing of the SCP Foundation Wiki, please read the Licensing Guide.

For image/media sites that have been approved for use, see the Whitelist under CC-Compliant Images/Media. If attempting to use media from a site that has not been approved for use yet, please contact a member of Licensing.

Afterwards, under CC-Compliant Images/Media, we would put the following:

+ show block

– hide block

You may use images under these licenses singularly and/or combined together via photo-manipulation software (as long as the software itself is cc-compliant). The final license of an image combining two differently licensed images would be the license among the two images that's the most restrictive.

Note that this applies to media besides images as well, including films, audio, etc.

to

You may use images under these licenses singularly and/or combined together via photo-manipulation software (as long as the software itself is cc-compliant). The final license of an image combining two differently licensed images would be the license among the two images that's the most restrictive.

Note that this applies to media besides images as well, including films, audio, etc.

Whitelist

Throughout the internet, there are scores of websites that claim to host thousands of public domain images; however, an examination of these websites reveal that they obtain their content via scraping off other, more reputable websites. Additionally, these image sites may host further problems. MaxPixel, for example, has the dubious honor of users downloading malware when downloading images. Pikist reverses the images it finds and claims them as its own. These scraper websites take the template of sites like Pixabay and Pexels, all without attributing those who took the images.

The SCP Wiki is well aware that the nature of public domain means that attributing image creators is not necessary. However, the wiki requires all users to attribute all media they incorporate into their articles, regardless of origin. As such, the wiki has implemented a whitelist of approved sites to obtain images from. Please note, however, that some of these sites host both images compatible with CC BY-SA 3.0 as well as those that are not. Please make sure the image you are taking is under a usable license. If you're not sure, please message a member of Licensing.

Whitelisted Sites:

CC Search

Wikimedia Commons

Library of Congress

Snappygoat

Wikipedia General Resources

Public Domain Review

Public Domain Vectors

Torange

Pixabay (Anything uploaded before January 2019 is CC0 Public Domain. Anything after that date is not usable.)

Pexels (Anything uploaded before July 2018 is CC0 Public Domain. Anything after that date is not usable.)

Flickr

DeviantArt

(any other sites that pop up in the meantime, etc.)

If an image you would like to use was found on a site that is not on this list, first try to look for it on one of the above sites. If it cannot be found on there, you may message a member of Licensing to determine if the site is deemed reputable enough to be used. If so, that site will be added onto the whitelist for convenience.

Additionally, with the whitelist in place, I see no reason to keep the following section of the Image Use Policy, which I personally feel encourages authors to bug authors about releasing images under CC for their own convenience:

+ show block

– hide block

If there is an image that you know to be non-compliant but want to use, first, find another image that is cc-compliant. If a replacement image cannot be found or made, and the article cannot survive without the image you want, there is a procedure you must follow.

1.) Contact the original author of the image, if possible. If this is not possible, then the image will not be usable.
2.) Give a short summary of the SCP Foundation Wiki as an online creative writing site, and explain that you want to use the author's image on an article.
3.) Explain that the SCP Wiki, including all of its contents, is licensed under CC BY-SA 3.0, and that the author's image would necessarily have to be re-licensed under CC BY-SA 3.0 to be used on the site. Link them the terms of CC BY-SA 3.0 for them to read.
4.) If they do not agree to these terms, in part or in full, then the image cannot be used. Only if they do agree to the full extent of these terms, then the image can be used.
5.) Please provide proof that this has occurred via a screenshot/screenshots of the conversation between you and the author. Also notify the author of the image to make a note on their official accounts that the image is licensed under CC BY-SA 3.0 as well.

(This was drafted up with help of Elenee, many thanks to her)

Absolutely positively yes. Everybody wins when people stop using sites with flexible morals/licenses, and the whitelist is also a useful resource for people who don't know where to start looking. Saves a lot of work for the authors and the Licensing Team alike.

The non-retroactive clause is also vital, of course; work that's already been done to ensure compliance will remain done, and any images we haven't vetted yet can be judged individually.

Here on the Wiki, we prize attribution. We treat unsourced images as copyrighted and remove them from the site, and we demand attribution even for public domain sources - all to make sure that the images are indeed compliant with the site.

As such, I am proposing that we amend our current image policy to restrict the usage of sites claiming to provide public domain images that Licensing has not whitelisted. By my count, there are eleven sites that have been pre-vetted by Licensing to host and provide images compatible with the Wiki’s license:

+ show block

– hide block

CC Search

Wikimedia Commons

Library of Congress

Snappygoat

Wikipedia General Resources

Public Domain Review

Public Domain Vectors

Torange

Pixabay (anything uploaded before January 2019)

Pexels (anything uploaded before July 2018)

Flickr

Outside of these eleven sites, no other public domain site will be considered a proper image source for the purposes of Licensing. Subsequent sites may be whitelisted at the discretion of Licensing if they have proven themselves to provide proper attribution. For a site to be whitelisted, it must meet the following requirements:

Provides the license that the images use in a clear and difficult to miss location. Users should be able to determine the particular license an image is under without difficulty.

Have proper and accessible terms of service. Some sites may have a Terms of Service but their site automatically loads into the next set of images, making accessing those ToS difficult. A substitute for this can be a statement that explicitly states that the images are under public domain and can be used freely, which ties into the next point:

Images can actually be used freely. A lot of sites put restrictions on reuploading hosted images onto other websites, and is the reason why Pixabay and Pexels have a cut-off date for what images are CC0.

A site may host non-CC compliant images, but must have a clear indication of what licenses those images are under. “Free” images do not correlate to compliant with CC BY-SA 3.0, The best example of this is CC Search and Flickr, which explicitly state what licenses a particular image may be under.

As a final note, all these revisions are not retroactive. If an image currently exists on the wiki that is from a non-whitelisted public domain site, it will be allowed on the wiki.

This discussion is open to everyone.
