Disciplinary Team Statement Regarding The Ongoing Issue Surrounding SCP-268-J

An official statement, for communication to International Branches.

Hello all,

This statement is about the ongoing issue centered around SCP-268-J and the 3-month long bans that were issued on 21 July, 2025 for vote manipulation. We are aware of the ongoing conversations surrounding these bans, and are actively working with Administrators from CN and the INT teams to address these concerns for all parties.

We first wish to clarify that the bans were issued based on how we evaluate vote manipulation and brigading. A user's branch of origin was not considered in this assessment. The next sections will walk through the rules, clarify items of confusion, and address what the next steps will be.

The rule for brigading on the EN wiki is as follows:

Brigading: Calling for group downvoting (or group upvoting) of an article is prohibited. Being part of a vote brigade may lead to a ban.
Note: Not every call to check out an article by someone who dislikes it is brigading. Context and intent will determine whether or not an incident is considered brigading.

When we were made aware of the ongoing vote manipulation taking place on SCP-268-J, we conducted an investigation regarding the voting patterns of the users who voted on the EN article. We determined that the sudden influx of votes was related to the translation on CN, as based on users' activity between the two sites.

For each user who we suspected had engaged in vote manipulation, we examined their activity levels on the EN wiki, in comparison with their activity levels on their home branch. Several users had been found to rarely vote on EN works in any capacity, either participating sparsely on our Wiki or having been largely inactive prior. As these users were frequently participating in discussions and voting on the same branch, it became clear to the Disciplinary Team that the sudden influx of new votes was a direct result of coordinated vote brigading.

Of the users who were initially identified, there were a number of users from CN who were not banned for their voting, because they were either a member of the EN community, or frequently voted or engaged on the EN wiki. The bans were issued to users who did not actively participate in the EN wiki, and had only voted on this article as a part of a larger group of votes.

The Disciplinary Team would like to apologize for its lack of transparency surrounding the rationale behind these bans. Nonetheless, the actions taken by particular users of CN were still in violation of our defined rules on vote manipulation. In the past, the Disciplinary Team's lack of proper enforcement regarding this rule has lead to several incidents, leading to larger conflicts; as a result, we now uniformly apply the rules we have at present, to try and address when we identify a pattern of vote manipulation.

We also understand that there has been a lot of confusion surrounding this issue, especially from users originating from foreign branches concerned about being banned for voting on the EN wiki. As such, we are actively communicating with the CN Wiki and are hoping to alleviate their userbase's concerns, while simultaneously clarifying our branch's position and policies. We are working with INT as well, to create a unified understanding between all branches. We hope that, through communication, we will be able to prevent any similar situations from happening in the future.

Appeals for the bans related to SCP-268-J are still being accepted, and will be processed impartially; the bans will not be modified without an appeal. We have not changed the process regarding bans or appeals.

For the previous bans, additional details will be provided in each thread, and any future bans related to this ongoing situation will take place within a centralized thread. To ensure that we are communicating our rationale clearly, we will be providing more specifics for bans issued, providing additional clarification on the specific rules being broken.

The Disciplinary team would like to take a moment to apologize for failing to properly communicate ban reasons and the rationale applied in the situation, leading to an unclear enforcement of the rules. We are actively working to correct this failure in communication, by adding additional context to existing bans, and clarifying how we apply rules between branches. Our hope is that any confusions or misunderstandings will be clarified.

On behalf of the Disciplinary team, we appreciate you reading this. We will continue to update the community as discussions take place.

Complaint Of Member Behavior Incident - Reported by French Branch

I have received an official complaint from the FR branch regarding an EN users' behavior, djkaktus and Woedenaz specifically as well as several others as screenshotted (It is late, but I will try to collect a full list of screenshotted users wikidot names…) The entire complaint is regarding behavior on the french discord and the fan-discord channel, SCP Declassified. The entire google doc can be found here (note that this is a copy of the original complaint except the screenshot links are instead embedded images) and the screenshots and logs have been downloaded for posterity should this page expire.

1- Specific users mainly on the french wiki downvote a lot of kaktus's works for having ACS formatting.

2- Kaktus comes to the french wiki's discord to make his concerns known in a manner the FR wiki deemed unacceptable for their community standards (thus the complaint), and also goes to the fan-discord to name and shame said french wiki users.

3- Woedenaz contacts at least one french wiki member in private about their downvotes. Several EN members are shown to be (alleged) mocking or insulting in SCP Declassified regarding the french wiki members in question.

Given that this is on the FR branch and the SCP Declassified fan discord, I am under the impression these are not within the juristiction of disciplinary matters (excepting harassment cases of which this is not explicitly reported as one, and thus not investigated as such). Both the FR branch and the SCPD discord may discipline as they deem fit to manage their own communities.

Regardless, I am entirely open to suggestions of possible actions. This post was entirely for posterity and to provide greater context of these users behaviors in the future and to respect our sister sites regarding their concerns of our membership and community.

(Edit to clarify: This is a general incident report and thus IMHO all members of staff may comment or advocate for actions as fits their judgements. Note a related discussion here is contextually related but will be discussed on itself.

(Edit: The following users with non-obvious names have been clarified thanks to Modulum's assistance:

moldy artist is pastarasta1 does not match any existing user name, cadaver industrial is CadaverCommander, spy flupjuck is Henzoid.
The International Branch has curated a selection of articles from their branches to be posted on the EN wiki. Currently, the plan is for this to go live soon. There's still some work to be done though, and we need some help from mostly tech team and critters.

This is the big page of information related to the articles themselves. (what branch they're from, who's the author, who's the translator, etc). It needs to be looked at for proper tags, and it may need to be looked at for preparation mistakes.

This is the INT hub mockup. Based on Deci's design in the first proposal. Dead links are shown in black here and in the articles, so that articles that link to lots of other pages in the original wiki are not full of orange links. This needs review to make sure it will work on the wiki.

This is the master list of articles. There are about sixty articles to review. It's got word counts attached, which is very helpful. International has a different system for reviews, which I'm linking here Mostly, you'll be looking at grammar and spelling, with the occasional odd wording and "what is trying to be said here?" because English is a really weird language and things don't always translate perfectly.

I'm very excited for this project to be reaching everyone, these are all excellent articles and I think this will be a great bridge between the International wikis and EN. If you have any questions, I can be reached over IRC, Discord, and wikidot PM, and can usually respond after 4 PM EST (GMT -5). There's also the INT discord, which is a great way to get in contact with authors, translators, and native speakers.

To help keep us more in tune with what's happening over in SCP-INT, I'm going to be making a semi-regular post going over what we've been discussing and what we're doing. For questions on this thread/project specifically, contact myself or Roget.

Week of May 14th, 2018

After discussion surrounding whether to ban a user or not, and how long, it was decided that INT should reconsider their current disc policy and see if it can be improved or changed at all. http://o5command-int.wikidot.com/forum/t-5961793/disciplinary-guideline:the-reckoning

Discussion occurred as to whether an anti-raid protection command be activated on KIRA (The discord’s bot) to help protect against trolls and raids. The command has been used in the German Branch’s discord to good effect, however a vote will have to occur before it is activated in INT.

A new official branch has been added, SCP-PT/BR, for Portuguese speakers. http://scp-pt-br.wikidot.com/

INT Hub: http://scp-int.wikidot.com/pt-hub

A new unofficial branch has been added, SCP-ET, for Estonian speakers. http://scp-et.wikidot.com/

Discussion occurred about making an Underrepresented Languages wiki (Similar to the Nordic Branch) for speakers of languages that don’t have a branch yet, and don’t have enough speakers to create one.

Progress is being made on making an INT hub for the EN wiki.

Hereby we, the branches of the SCP Foundation, propose to create a hub on the main branch's Wiki, featuring translations from the International Translation Archive from other languages to English. We suggest to count this as another series, similar to -J or -EX, to prevent mixing things up with the main series.

We suggest you delegate staff members who decide what translations to show on your wiki. The background, writing style and references differ from branch to branch, not everything may be suitable for EN from the start. Optionally, we can provide articles we deem ready for EN, if your staff capacity is maxed out.

INT's Review Team will check the chosen translations for any mistakes and format with top priority. We suggest your delegates also check the chosen articles.

There are three ways to add translations to your wiki:

Embedd them from INT (recommended)

There will never be a difference between both translations

Embedded pages are indistinguishable from the original for the reader

Rating module and comments are running on the wiki the page is displayed, and unrelated to each other

The pages will be locked to prevent vandalism

Link to INT

Organizational the best way, but the users will land on INT and we will need a technical solution for them to go back to EN

Users would need to join INT to rate and comment

The pages will be locked to prevent vandalism

Copy them

This bears the disadvantage that both your and our version may differ at some point. This way is not suggested.

Much content will be needed to justify own hubs for each branch, so we recommend to put all translations into this INT-Hub. We have prepared a mock-up of how this might look (please note that this is a mock-up, the content is just for presentation). Of course you are free to use another layout.
As the look of such a hub depends on the amount of content, we have prepared different cases:

Much content

Medium content

Few content

Few content (Alternative)

To make sure that all users notice that they are not in the main series, you could put the INT-SCPs in an own category and apply the INT's theme to it for example.

So the La Fundación SCP international branch recently celebrated their 5-year anniversary. Jakuwoski approached me about having a front page news mention of it. I originally said I didn't think it was a good idea since we don't really do the same for other sites and there wasn't a celebratory even happening, but someone else went and added a news entry.

So as to not seem like we're favoring any one site over the others, Jakuwoski helped compile the following in a PM sent to me:

Thanks to the help from Yorick1, who kindly researched and sends me this information, here are some of the date of began from several branches:

• Russian Branch: June 27, 2010
• French Branch: March 21, 2012
• Polish Branch: August 31, 2012
• German Branch: August 25, 2016

Also, the Korean Branch started in 2012 but the oficial begans was in 2013 and the Italian Branch was founded in 2011.

I'm all for including our international branches in more of the front page news, especially since we don't have that many entries in a given month anyway. What do we think of this? Do we announce every anniversary, or just certain numbers?

Decibelle popped into SSSC with a very good question. What's the guidelines for translating an original work from one of the translated sites to our own. I know the Russians, as a for instance, have created their own articles. Decibelle found one that she really wanted to translate, and asked if anyone knew what to do.

Once I figured out what she was really asking, I recognized it as a very good idea. I suggested taking it to Roget, but he's on a long weekend and might not know, himself. So, what's the scoop?

Namely, doing a newsletter-style thing that includes recent news from each of the sites. Kinda like the News & Featured SCP/Tale that we have now, only for all of the international sites combined. Maybe bits on recent promotions or special announcements, like contests or stuff like the Fandom Survey (which I plan on opening in April, btw).

Now, I don't know how often some of the international sites update their news and all, but at least asking them about Featured SCPs/Tales from their original stuff would be neat.

Thoughts? I.O. Team, would y'all contact -KO and maybe the other sites?

As some of you are aware, I have been organizing an e-meeting of the administration teams from the various major SCP communities present on the web. It's been dubbed the "SCP International Congress of Community", or the SCP International for short. The primary purpose is to create an international space for the SCP community to interact with one another, and there are some secondary goals as well, proposed by different delegates to the meeting.

Currently, the communities I have reached out to and heard back from are:

SCP-EN(This is us) - We're being represented by myself, TroyL, Dexanote

SCP-RU is being represented by GeneR and Osobist. The third delegate is pending.

SCP-KR, the korean wiki, is represented by shfoakdls, Salamander724, Kazahn

SCP-CN - They haven't contacted me since I set up the organiztion site, but they are aware of the meeting and are probably going to have representatives in Areyoucrazytom, SunnyParallax

SCP-FR, the french, currently have one of their delegates, DrMarcus.

SCP-ES currently is only represented by Vlank, their master admin

SCP-RE is the SCP subreddit, and will be led by Kens and his two other mod-type guys.

SCP-DA is the deviantArt folks, and they're being represented by ZombieTiny and whoever he picks out on his end

SCP-WL - Vivax and Rumetzen are the current pair of delegates, and I was going to ask Mann to join in as their third when he has the time.

The SCP-PL folks have proven difficult to contact, but I have been getting some assistance from Petit Noir from the Russian wiki, and I should hopefully be able to reach out to them before the weekend is up.

The site being used to set it up is here.

I made this post just to let you guys know this is a thing that's happening. I'm quite excited about it, as I've always been big on having our community be more aware of the communities that exist around the web, and generally creating a more understanding and less snobbish culture. The best way to do this is to just have open channels of communication with each other. Some communities, like dA, are stuck with really unfair raps, and this conference is a big step towards overcoming that. We've also been able to get some extremely valuable ideas and projects from the currently limited communication channels we have with these communities, and hopefully we can build on these relationships through the meeting.
