Looks solid, provided there's some wiggle room to address any unforeseen additional work that pops up (e.g., not everyone reads all the text on recruitment threads, so Promo Team might need to be ready to field an influx of questions. Especially for cases of people wanting to join a staff team, any staff team, without being clear on the skills needed or commitment made).

This seems sensible and I think it would be a good improvement in terms of streamlining recruitment. Also throwing my hat in the ring and saying that I would be willing to join this team if more people are needed on it.

This makes sense to me. Having someone else watch the Promotion threads for it would work well for Tech. This is largely working with the same model that Tech already uses, so this would just be less work or concern for us.

Point 2

yeah, definitely. it's not perfect, but you are able to use google to search a specific site: more info here. there is also the fact that disc cases nowadays are mostly handled on discord, though visible only to OS+. i think this team will likely have to consist of mostly OS+, with some jstaff reporting to OS in times of doubt to check for disc cases. aht, however, remains a blackbox and i have no interest in poking that bear, so we will have to rely on the aht log.

(unofficial) Point 4

honestly, this is probably just because its easier to announce candidates on discord than O5. i think we should keep it to discord so that whoever is on O5 updating can see that and handle it when they have a second.

im glad i was able to sway your outlook on this team towards the positive!

As MAST member I'm interested in joining this potential new team, but I have some questions: what would be the parameters to choice a new JS? Will be there a coordination between PT and the Team/Subteam Captain to check if there is a concrete need for new members before admitting them?

My main concern is that there may be a boom of new JS in teams/subteams where, even if the current number of staffers is apparently low, the tasks are run without any issue or overworking, leading to a number of forcedly inactive staffers due to lack of work; with the same ending, there's also the scenario where users request to join (and are admitted to ) what are considered the "easiest" teams like Tagging, which is already a 12 members-subteam.

On point 1, if it is the case that captains and vice captains still maintain the final say and this team is more for organising rather than passing final judgements then that's absolutely fine with me. My main worry was that the promotions team would be able to influence or override the outcome; if that isn't the case then that's fine by me

On point 2, it is access to that disc and AHT history that would be important. Not necessarily the details of any case, but being able to know that such exists and if either team has stated that they believe that any previous disc/AHT history is no longer representative of the user and their ability to engage with the community and therefore staff. The 05 command search doesn't work so it's certainly hard to navigate when trying to find any disciplinary threads

On point 3, as you say select OS are allowed to oversee the acceptance of new jstaff, namely captains and vice captains (I think? I would assume so anyways). Allowing further OS to recruit new team members would be, on reflection, just introducing more vice and co captains into the mix, which may be wise on certain teams if bus factor on recruitment is a major issue.

Another point I want to bring up too is the announcement of jstaff recruitments on 05. This is the only thread that I believe does so and it has not been updated since August of last year (my own jstaff appointment was not announced here). Would keeping track of this be under the purview of the promotions team?

Overall I'm definitely more optimistic on the team with these clarifications

I share similar concerns with Data that the promotions team would muddy the waters. Will there be any mechanisms in place to alleviate this as much as it can be alleviated?

see response to bad data above, point 2 1.

While this should serve to lessen the current bottleneck of promotions, but it does also mean promotions are at the mercy of how active the Promotions Team would be at any given time. If they team slows down, then so do promotions and that would place us where we are now, but with an extra team that's not performing its role to full capacity. What will be done to keep the team active to avoid something like this occurring?

the ideal is to have a team full of people so that we are up to date with the threads most of the time. obviously, we are all human, and we are also volunteers, so we may not be perfect, but will idea be doing well enough to justify the new team. as for capital P Promotions (as in jstaff to opstaff, etc.) Bread, the person who has been in charge of running promotions for the past half decade, has agreed to come onboard to continue doing so, and they have additionally agreed to cede the power from MAST to PT, in the event this team comes to fruition.

This policy proposal covers recruiting JStaff, but what about inter-team recruitment? We need to be careful we're not stretching any staff too thin, but sometimes the best candidate is someone from another team. Would the Promotion Team have the ability to seek new members for a team from within staff? And, could staff go to the Promotion Team is they'd like to join another team or would they still go to the captain of the team(s) they're interested in?

this team's scope is jstaff and promotions, not inter-team recruitment. i dont think it would be a good idea to increase the team's scope to that. besides, if a member of CO wants to join Discord Crit, they can always just reach out to the team's captain. i dont see a need for us to do that too.

I'd like to hear a bit more about that as well

generally speaking, the only real barriers to being on staff are "dont display a pattern of breaking rules and dont have a significant disc/aht history." of course, there may be some others considerations per team captain, but thats the only universal one.

As gee mentions in the mainsite mirror, this doesn't really address the question of select OS being able to recruit. With the bullet points above, maybe some OS could bring potential candidates to the promotions team without team and/or subteam captain approval?

when you say "select OS being able to recruit", do you mean allowing OS to recruit team members? because this has never been allowed. all new staff members go through their respective captains. yes, some team sub/captains are OS, and they are allowed to recruit as they see fit, with most captains requiring final say.

I feel like I may have given people the wrong idea about Ambassadors - it's totally fine to recruit new people to the team if we need to give them access to the INT Discord, and I don't see any reason I couldn't recruit a PR person as the INT ambassador responsible for communications with the English language SCP community. I think the Ambassadors from other branches would understand our reason for that and be on board, I don't think I'm the best person for that job (my main qualification being someone people on INT know pretty well).

I'd just prefer to keep the team small because most branches only have 1-2 active Ambassadors in the INT Discord (regardless of whether or not the official number is higher), and if we have too many people there from EN it makes conversations more difficult. Generally we get one vote per branch not per representative, so technically it would be fine for us to have as many Ambassadors as we need, but practically speaking I think it would cause confusion if we had too many people in the chat speaking on behalf of EN, a PR person wouldn't really contribute to that.

As I've said though, I'd be much happier to have that be a person (or two) on my team who can be fully informed as to the situation, rather than a separate team I have to run statements past.

I don't think I could properly approve with explicitly hearing their blessing.

Overall though I am generally in support of the broad strokes of this and what it is trying to accomplish, but there are definitely some concerns:

My biggest concern is that the promotions team would gain more of a say on who does and does not get to be jstaff, potentially muddying the waters on what would be team and/or subteam captain approvals.

I think this team would also need access to any sort of staff blacklists and perhaps taking on the responsibility for general sorts of background checks on potential jstaff would be wise. I'd like to hear a bit more about that as well

As gee0765 mentions in the mainsite mirror, this doesn't really address the question of select OS being able to recruit. With the bullet points above, maybe some OS could bring potential candidates to the promotions team without team and/or subteam captain approval?

Additionally, I am currently pushing for a recruitment drive for the subteam I am captain of, Data Analysis. If this proposal is accepted or needs to enter a trial run, I'd be willing to offer up this recruitment drive to test the waters a bit.

In summary, I support with an asterisk.

Alright. Although I have long felt that we have a major public relations issue on the site, I have many concerns with this proposal and if it is the best way to handle them. I want to be clear that I agree with the proposal but think it may be misguided.

+ Initial Roster

- Initial Roster

I would like to note that this is the most minor of my concerns and can easily be remedied by a few new recruits. Below is the initial set of people who have been suggested for the team and their join dates for staff. I am excluding Yossi from this list, as xe is acting in an Advisory capacity, but I will note that xer presence on the team is encouraging.

Sinking_Otter – July 2025
wackdog – November 2025
BAD_DATA – October 2025
tacticalnecromancy – November 2022
AWhiteBoy – March 2026
radian628 – July 2025

To be frank, I just don’t think that the initial roster has seen enough of the historical staff public relations issues to be properly equipped to deal with future problems effectively. Only two of the above members have been staff for more than a year. That time has been dominated largely by some major issues (Bright Works and the Slot Crisis) but the first of those issues has been fairly unique, so I think it is a bad model to base future endeavors.

How would the team have reacted to the November 2020 Incident? What about the Anti-Harassment bans of etoisle (which was justified) and kinch (which was not)? What about Pride 2018? What about LadyKatie’s missteps with -ES and the communication issues there? These are largely rhetorical questions, but I do think it would be worthwhile to consider them when drafting PR policy proposal. They are good examples, and knowing how you would have handled these would really help with concepting this team and assuring faith in it.

I will say that it is good that Yossi is on the team, even if in an advisory role. I do think it would be good to have current and former members of the admin, Anti-Harassment and Disciplinary teams (although I can understand why that may have been an intentional choice to not have them), even if in an advisory capacity. Having someone on the team who can at least answer “What the hell are they thinking???” is valuable for the function of the team.

Currently, we have pre-planned members of both AHT and Disc.

This was said in the 04 mirror, but there is only one team member in the proposed initial roster on either team.

+ Function and Process

- Function and Proces

I have some broad concerns with the intended workflow of the team, and how problems come to it. It seems to operate on the hope that the question at the start of the thread "Will this staff action (or inaction) result in noticeable community dissatisfaction?" will be asked consistently and honestly. I think that this is an unrealistic proposal - generally speaking, people do not think that their actions are going to turn out as controversially as they do. I for one did not expect Wrathcon to be as much of a controversy as it wound up being. PR could have caught some of the issues, but I don't think others would have been flagged. Inaction is also a funny to thing to be include here. Although it does often lead to PR issues for us, it is not usually a conscious decision that we make. In BWP, the issue was that action had been decided on and agreed to, but lacked the manpower to execute it. Furthermore, there are a number of cases where a PR disaster arises from small choices, or a specific conversation.

Another issue is that, if dealing with Anti-Harassment (and to a lesser extent Disciplinary cases), the lack of access to non-public info means this team will not get details that could and should be made public for their benefit to alleviate public response. To provide a minor example of this, I once spoke to a user who expressed distrust in AHT owing to an overly lenient punishment to a staff member, who had reported another staff member to their employer and been suspended from staff for six months as a result. The user thought this was straightforward doxxing, which normally warrants an AHT ban. I happened to know a little more about the situation, and was able to explain that both staff members actually worked for the same employer, who was already aware from reading 05 Command. With this explained, that user agreed AHT's actions made sense. AHT has since added this to the thread at my request, but a PR team might not have known these details and that this needed clarification to begin with.

I am also worried about burnout for this team. The vast majority of Disciplinary and Anti-Harassment Cases are not particularly notable, and are pretty routine. Looking at the most recent twenty Disciplinary threads in the forum, I see only four which could have turned out to be problems, and only one of which that I recall as actually having any issues. Notably, that thread is one which causes issues because we banned several members of a translation site branch, and the PR issue at play there is not one which I think this team is set up to handle, lacking any crossover with the Ambassador Team. This sort of situation, in which there is a large consistent volume of boring work is one that frequently results in people becoming disengaged, assuming someone else can deal with it, and then nobody reviewing it, or only one of small number of people reviewing everything while a larger amount of people cover the high profile things. (Recap turned out like that.)

I think that this team would be better suited with a reactive, rather than proactive focus. This could easily be alongside the described proactive focus, but having a team which reacts to incidents by managing communications and working to resolve issues as they arise would be better suited for the majority of historical incidents. I think the fact this proposal fails to touch on this angle is a major oversight, and one that I would like to see addressed.

+ Alternatives

- Alternatives

I agree with the consensus on the 04 mirror. The problem is not largely a communications issue, but one of our actions. I agree that bureaucratic solutions should be avoided, as the more that increases on the site the worse staff operates. The obvious solution is for staff to just act better consistently across the board, but that is far easier said than done. It is not a simple thing we can just choose to keep doing, so other than pleads to staff to behave better I'm not sure how to actually implement this in a durable, binding way that will keep us from quickly backsliding.

To some extent, I wonder if designating one person on each team as a "Public Relations Officer" would be useful. This might not be the best decision for Disciplinary or Anti-Harassment, but for most of the other teams this could serve to help ease controversy while leaving it in the normal operations of the team — someone who is alredy expected to be looped in to things. This is probably just a lighter version of the above issue and still leads to the extra level of bureaucracy, so I think that it might not be viable.

Some level of people who Disciplinary and Anti-Harassment can have write their more major threads would also be good, but there are limits to this. Some of the most controversial Disciplinary Threads are Staff Censures, and for these the initial thread is effectively a prosecution — having that written by an external, neutral party for public relations purposes would be self-defeating. I think this is missing as a point for the policy to consider altogether, and I'd be interested in hearing how they plan to handle cases like a staff censure. Where would the line be between reviewing and suggesting changes and actually engaging in the censure discussions fall there?

+ A Note on Advocacy

- A Note on Advocacy

As a word of caution if this team goes through: Over the course of the years, I have found myself having to defend staff actions when we are doing unpopular things, regardless of whether or not I have personally agreed with it. I think that it is my obligation as an admin to not throw staff members under the bus, and work to support my fellow colleagues and teammates. This is a necessary part of handling public relations for staff, particularly in our most unpopular moments. With this team, you are signing up for this role, and I think it is worth asking: How will you act if staff behaves unfavorably? How will you react to situations where you need to handle the PR and messaging, even when you disagree with the outcomes? The role of this team will not be to change outcomes or argue against Disciplinary or Anti-Harassment, so what happens when you disagree with a decision? Forget those two teams, even, as those are typically quite charged situations! What would you do if I came to you a proposal to do some drastic action on Technical, which was not strictly necessary but ais and I felt worth it, but no one on the PR team agreed with us?
