Opening Series 3

I just counted and, including both empty slots and ones that will be deleted soon, there are only about 10 Series 2 slots left. If we include ALL articles that are in the negatives, including the oldies at -1 or -2, there are still fewer than 15. I think we're good to open Series 3.

Starting vote to officially open the new frontier.

We're currently at 5 unused slots, not counting…. nine or so articles in deletion range from both series. Do we want to open it now, or wait a wee bit longer?

I'm for waiting. A couple of those are in the -40 to -80 range awaiting rewrites (seriously, what are the odds of either rewrite succeeding?), and at least one other has an active deletion vote going.
