The ability to put an article up for review is temporarily restricted to mods and above. This moratorium will be lifted in one week's time after admin have made a review of the use/misuse of the review.
When the "review" option was first suggested, it was thought of as a way to improve older articles which had fallen below standards by suggesting improvements or to call attention to articles which were overlooked. Today, I see this:
I am calling for official review of this article. Please read it and vote as you see fit.

This does neither of those things. In fact, this seems to be deliberate, downvote seeking behavior. This is not the first time that I've witnessed this either, and despite personal feelings about an article, Senior Staff should have the courtesy and professionalism to actually write out what they see as the problem and make suggestions.
As a note, from the Senior Staff Duties:
Bringing Up Articles for Review: This is a… tentative responsibility. It's a strong trust that you will be positive in your reasons for doing so. If you're looking to improve an older article, then your review post needs to be written in such a way. If you're wanting to bring attention to an older article, you should do so in a similar manner. If you are doing this specifically to seek the deletion of an article, you will face demotion. I cannot stress this enough. Organizing a group downvote is incredibly unethical, and using your ability to call reviews to do it will not be tolerated.
Attempts to circumvent this by simply telling people to go read/downvote/calling for reviews under a different name will be noted as malicious downvoting and be treated as such. I'd by lying if I said I wasn't very, very disappointed.
