I know we have a very loose definition of active staff vs inactive staff, but I still feel we should make an effort to start specifically identifying staff who are inactive and staff who are active.
Considering that promotions tend to get all of our active and reserve staff voting, commenting, or otherwise interacting, I'd like to propose that if a person does not respond to two consecutive promotion votes, they are then marked as inactive in our staff list. Commenting to say that they're abstaining would count as responding.
If a person comes back later, they are free to change their status on the page, as they see fit.
E. And just for clarification, this change would only be relevant to Operational staff, as Junior staff activity levels should be handled by their captains. But Junior staff are free to respond to this thread, if they have input.
