I've a humble proposal to make. We should, in the case of permanent bans for trolling, unify disciplinary action between site and chat. I believe the benefits to this are obvious. Someone banned for trolling on the site is almost certainly not going to be a positive presence on chat, and vice versa. And it would allow us to wipe twerps like this off our collective maps with a minimum of hand-wringing.
Of course, chatstaff and wiki discipline staff are separate. However, the upper membership of both chatstaff and wiki staff, those who would handle appeals, have very broad overlap. I cannot think of a single chat admin holding less than a wiki moderative position (or who has, at the very least, not held one in the past), nor a single wiki admin or disciplinary team member who (contingent the required presence on chat) would not be accepted as an op. There is a large degree of separation, but it's silly to pretend they're independent bodies. Quickening up our process to handle those who are transparently our worst at both ends is a self-justifying goal, I believe.
I'm not proposing a specific wording or terms (beyond what I've described) as I'd very much like to see whether the rest of staff thinks this is a good idea, and if so, the specific form that it should take. Comment from all is welcome, but statements from operators, admins (both wiki and chat) and members of the disciplinary team are particularly desired.
