Voting Thread — Merge "Lowest Rated SCPs" and "Lowest Rated Articles"

This proposal is to merge Lowest Rated SCPs and Lowest Rated Articles. The specifics are:

Port the "component:listpages-table" to the Wiki (it is currently hosted on a different wikidot site).
Replace the contents of Lowest Rated Articles with what's currently on aismallard's workbench.
Replace the contents of Lowest Rated SCPs with a redirect to Lowest Rated Articles
